Off-Duty Carmel Officer Helps Foil Retail Theft Scheme, Three Suspects Arrested

CARMEL, CA  —  “On May 2, 2025, an off-duty Carmel Police officer observed suspicious activity involving multiple individuals believed to be connected to a series of retail thefts across Central Indiana. Acting quickly, the officer notified on-duty personnel, prompting a coordinated response.

One suspect exited a store with stolen merchandise concealed in a backpack and attempted to flee on foot when confronted. Officers gave chase and successfully apprehended the suspect. Additional units located the associated vehicle nearby and detained two more individuals. A K-9 unit later conducted a free-air sniff of the vehicle, leading to the discovery of more stolen items linked to thefts earlier that same day.

The three suspects—Randolhf Arraste, Yasmel Arteaga Benitez, and Axel Reyes Quintero—were all taken into custody.

Arraste was charged with Organized Theft and Theft
Benitez was charged with Organized Theft and Theft
Quintero was charged with Organized Theft, Theft, and Resisting Law Enforcement

All three suspects were transported to the Hamilton County Jail. Final charging decisions will be made by the Hamilton County Prosecutor’s Office.
