Welfare Check in Goleta Leads to Arrest of Barricaded Suspect & Standoff

GOLETA, CA  — October 14, 2026 – A welfare check at a Goleta Valley home escalated into an hours-long standoff on the
evening of October 12.

The suspect, Andrew Monroy, 59, ultimately surrendered to Santa Barbara County sheriff’s deputies.

According to Santa Barbara County Sheriff’s Department Public Information Officer
Raquel Zick, deputies arrived at the Goleta residence at about 3:24 p.m. after receiving
a welfare check request.

The event became more serious as the incident evolved into a “barricaded subject
with threats.”

With additional SBSD patrol units arriving on the scene and as deputies worked to
contain the situation, a command post was promptly established at a nearby County Fire
Department station. Santa Barbara County Fire Department personnel were also
dispatched to the area, creating a secure neighborhood perimeter.

The standoff remained active for more than three hours until Monroy ultimately
surrendered at approximately 7:15 p.m., with no injuries reported.

Monroy was transported to the Santa Barbara County Main Jail, where he was booked
on charges of elder abuse, making criminal threats with intent to terrorize, and
obstructing or resisting a law enforcement officer, with his bail set at $75,000.image
