VENTURA COUNTY, CA — October 12, 2026 — A fourth suspect has been arrested in connection with an August 18th “bank jugging” incident that involved the theft of a large amount of cash from an elderly Camarillo man. “Bank jugging” is a scheme where thieves watch customers at financial institutions, follow them after they withdraw cash, and steal the money when the victim leaves their vehicle or arrives at their destination.
The victim withdrew cash from his bank and then drove to his residence where one of the four suspects approached his vehicle, opened the passenger door, climbed inside and grabbed the cash.
A second person functioned as a lookout while another waited behind the wheel of a getaway vehicle.
Investigators used surveillance footage and the victim’s report to identify and arrest three suspects.
Despite those arrests, detectives continued reviewing surveillance footage and other evidence, revealing that a second vehicle had followed the victim and assisted in the theft.
Investigators determined that the vehicle’s license plates had apparently been removed to avoid detection. Using Ventura County Sheriff’s Office Automated License Plate Reader system, detectives searched for the vehicle by its physical characteristics rather than its license number.
That search led investigators to identify Devon Williams, 30, of Woodland Hills as the alleged fourth participant.
On October 8, detectives found Williams seated in the second suspect vehicle in Los Angeles and arrested him without incident.
Williams was taken to the Ventura County Jail and charged with conspiracy and grand theft. He remains in custody with bail set at $200,000.
