SANTA ROSA, CA — “On October 11, 2026, officers with the Santa Rosa Police Department (SRPD) responded to a report of an armed subject threatening a family in the area of West Avenue. At approximately 4:10 PM, a family of four- two parents and their two young children, ages 2 and 8- were walking home from a local park when the occupants of a gray Dodge pickup truck confronted them. According to the victims, the driver yelled gang-related challenges and pointed a handgun at the family, including the two children, before fleeing the area. No one was physically injured during the incident.

Through investigative efforts, including the use of the FLOCK Automated License Plate Reader (ALPR) technology, officers identified and located the suspect vehicle parked on Clement Street, just west of Mendocino Avenue. The vehicle was unoccupied at the time. At approximately 6:14 p.m., officers observed four male subjects approach the suspect vehicle. As officers approached the subjects, the men split into groups of two and began walking away in different directions. Two of the subjects were detained without incident in the 1800 block of Mendocino Avenue. The third subject was detained without incident on Clement Street; however, the fourth subject chose to engage an officer in a foot pursuit. After running approximately 95 feet and tripping over a rock, the subject was detained by the officer without further incident.

The subject who ran from the officer is identified as Antonio Francisco Ramirez, a 19-year-old resident of Windsor. Officers recovered a loaded firearm concealed on his person, which was later determined to be stolen. Detectives with the SRPD Gang Crimes Team responded and continued the investigation alongside officers. The investigation determined Antonio was the suspect who had brandished the firearm and yelled gang challenges at the family. One of the other subjects detained, a 17-year-old male resident of Windsor, was determined to be the passenger in the vehicle at the time of the incident. Both Ramirez and the 17-year-old were determined to be active participants in a criminal street gang, and had brandished the firearm in association with, and for the benefit of, their gang.

Ramirez was arrested and booked into Sonoma County Main Adult Detention Facility for the following offenses:

245(a)(2) PC – Assault with a Firearm
417(a)(2) PC – Brandish Firearm
23152(a) VC – Driving under the influence (DUI)
23136(a) VC – DUI person under age 21
148(a)(1) PC – Resist / Obstruct Peace Officer
25400(a)(2) PC – Carry Concealed Firearm
25850(a) PC – Carry Loaded Firearm
496(a) PC – Possess Stolen Property
273a(a) PC – Child Endangerment
186.22(a) PC – Criminal Street Gang Participation
186.22(b)(1) PC – Gang Enhancement

The 17-year-old passenger was arrested and booked into Juvenile Hall for the following offenses:

245(a)(2) PC – Assault with a Firearm
417(a)(2) PC – Brandish Firearm
186.22(a) PC – Criminal Street Gang Participation
186.22(b)(1) PC – Gang Enhancement

One of the other men initially detained by officers, Adrian Liscano Ramos, a 25-year-old resident of Santa Rosa, was determined to be on probation. During the investigation, it was determined he was in violation of his probation but was not present during the original brandishing incident. He was arrested and booked into jail for 1203.2(a) PC, violation of probation. The fourth subject detained by officers was determined to not have been involved in the original incident and was released.

This incident highlights just how dangerous and unpredictable gang-related violence can be. A family simply walking home from a neighborhood park, including two young children, found themselves confronted by armed gang members and threatened with a loaded firearm. The Santa Rosa Police Department is grateful that the victims immediately contacted law enforcement, allowing officers and detectives to quickly identify, locate, and arrest those responsible before anyone was seriously injured. This case underscores the critical importance of the SRPD Gang Crimes Team and its comprehensive approach to reducing gang violence through prevention, intervention, education, and enforcement. By combining proactive outreach, community engagement, investigative expertise, and targeted enforcement actions, the Gang Crimes Team remains committed to protecting Santa Rosa’s neighborhoods and preventing violent incidents from impacting our community.
