ICAC Task Force Arrests 5 Suspects Implicated in Exploitation of Children
WALNUT CREEK, CA —The Contra Costa County Internet Crimes Against Children (ICAC) Task Force recently
arrested five suspects for allegedly targeting children for sexual exploitation. The multi-agency law
enforcement action was coordinated by the Walnut Creek Police Department.
Arrests made in July were recently announced by Walnut Creek PD. The following identified suspects
allegedly used social media accounts to contact children for nefarious purposes.
· Andrew Garcia, 32, of Concord
· Billie R. Breland, 29, of Martinez
· Jacek Markiewicz, 57, of Concord
· Taesu Park, 36, of Richmond
· Rudolf N. Robl, 42, a foreign national
The suspects believed they had arranged meetings with children for sex, but were instead met by
Walnut Creek police officers, who arrested them. During the recent operation, Hercules detectives
assisted in the arrest of a suspect, after he traveled to Walnut Creek, believing he was meeting a child.
The suspects were arrested on suspicion of various charges including –
· Lewd acts upon a child
· Attempting to contact a minor with intent to commit offense
· Distribution or exhibition of lewd material to a minor
· Arranging a meeting with a minor with lewd purpose
· Crimes against children lewd/lascivious
The mission of the task force is to identify predators of children. Participating agencies included
the Contra Costa County Sheriff’s Office, San Francisco Sheriff’s Office, and federal agencies. Police
from Brentwood, Concord, Menlo Park, Moraga, Oakley, Pleasant Hill, and San Ramon also
participated.
