Mail Theft Suspects Caught in Rocklin

ROCKLIN, CA  — FEBRUARY 2ND 2026

“On Saturday afternoon, officers investigated a shoplifting incident at Ulta.

The suspects were identified as having been involved in prior shoplifting incidents, proving that some people never miss a sequel.

Officers located the involved vehicle and contacted the two occupants. Inside the vehicle, officers observed the stolen merchandise along with a surprise bonus feature, numerous pieces of mail that did not belong to either suspect.

Mail belonging to about a dozen residents in the Gold River and Rancho Cordova area was located, and several were contacted; some confirmed they were victims of identity theft.

Arrested were Kayla Thomson, 31, of Sacramento, and Freddie Uptain, 36, of Sacramento, on charges of petty theft with priors, conspiracy, and identity theft.

The investigation is ongoing as officers continue to contact the rightful owners of the recovered mail and return it to them.”
