Multi-Agency Probation Sweep Targets Mail and Identity Theft Suspects in Inland Empire
MURRIETA, CA — “On November 7, 2025, the Inland Empire Financial Crimes Task Force – working alongside the Central Probation & Compliance Team (PACT) – conducted organized probation checks targeting individuals with prior convictions for mail theft and identity theft.
The IEFCTF is a collaborative effort between the U.S. Postal Inspection Service (USPIS), Murrieta Police Department, Riverside County Sheriff’s Department, and Menifee Police Department.
🔹 Address #1 (Hemet):
Investigators located stolen mail, mail theft tools, fraudulent keys, stolen IDs and credit cards, identity theft documents, and 11.5 grams of methamphetamine.
Arrested:
• Jessica Casto (38) – multiple charges including Identity Theft, Possession of 10+ IDs, Burglary Tools, and Probation Violation.
• Joseph Albert Flores (43) – charged with Identity Theft, Possession of 10+ IDs, and Possession of a Controlled Substance with priors.
🔹 Address #2 (Romoland):
Investigators located stolen mail, mail theft tools, fraudulent keys, stolen credit cards, identity theft documents, and 29.12 grams of methamphetamine.
Arrested:
• Timothy Lee Petterson (37) – charged with Possession of a Controlled Substance for Sale, Identity Theft, Burglary Tools, and multiple priors.
• Bobby Joe Martinez (49) – charged with PRCS Flash Incarceration.
These collaborative enforcement efforts aim to protect our communities from financial crimes, mail theft, and identity fraud.
