Man Paroled a Decade Ago for 1975 Murder Reportedly Arrested on Federal CSAM Charges
SOLANO COUNTY, CA — “On Sept 11th, 2025 the Solano County Sheriff’s Office Investigations Bureau, with the Solano County Sheriff’s Office SWAT and FBI Solano County Violent Crimes Task Force, re-arrested 68-year-old Marvin Mutch of Vallejo on a federal arrest warrant related to possession and distribution of child sexual abuse material (CSAM).
Mutch, previously paroled in 2016 after serving 41 years for the 1975 murder of 13-year-old Cassie Riley, was initially arrested by the Solano County Sheriff’s Office in May 2025 during a search warrant service at his residence.
The initial investigation stemmed from a cybertip from Sacramento Valley ICAC regarding suspicious activity involving CSAM. During the May search, multiple electronic devices, narcotics, and a loaded firearm, were seized leading to state charges including possession of child pornography, felon in possession of a firearm, and possession of a controlled substance while armed. Mutch was booked into Solano County Jail with bail set at $300,000. Forensic analysis of the devices confirmed the presence of CSAM.
Following the state arrest, federal investigators from the U.S. Attorney’s Office for the Northern District of California reviewed the evidence, resulting in a federal criminal complaint being filed.
The complaint alleges Mutch knowingly possessed and accessed hundreds of CSAM files, including images depicting infants and toddlers.
Mutch appeared in federal court in Sacramento this morning and was remanded into federal custody without bail pending further proceedings.
He faces potential federal charges under 18 U.S.C. § 2252 for receipt and possession of child pornography, which carry a mandatory minimum sentence of 5 years and up to 20 years in prison if convicted.”
