Alturas Police Arrest Registered Sex Offender for Residency Violation Near School
ALTURAS, CA — On June 13, 2025, officers with the Alturas Police Department arrested a registered sex offender for allegedly failing to comply with state-mandated reporting requirements. Authorities received credible information that the individual, 62-year-old Michael Jeffrey Fowler, was not accurately reporting his place of residence as required by law.
According to the investigation, Fowler had claimed transient status on his monthly sex offender registration documents while maintaining a permanent residence within the City of Alturas. Officers determined that he had been residing at the location for approximately three years and regularly traveling between Alturas and Redding, California.
Law enforcement noted that the residence was located approximately three blocks from Modoc Middle School. Fowler was located on North Poplar Street and taken into custody without incident. He was booked into the Modoc County Jail for violating California Penal Code § 290.018(b), which pertains to felony violations committed by sex offenders who knowingly fail to register their current address.
The Alturas Police Department stated that it remains committed to public safety and the enforcement of sex offender registration laws.
