Red Bluff Police Apprehend Fugitive with Help of K-9, Preventing Potential Lethal Encounter

RED BLUFF, CA  —  “On Wednesday, April 16, 2025, at approximately 9:16 PM, Officers from the Red Bluff Police Department were notified of a subject prowling near a property on the 500 block of Madison Street. Officers contacted the victim, who informed officers her ex-boyfriend Zackery Norbury was outside of her trailer and refused to leave the premises. Officers determined Norbury had outstanding felony warrants for Criminal Threats, hit and run, failure to appear, Violating Post Release Community Supervision and had a long history of resisting arrest with violence.

A Red Bluff Police Sergeant, Corporal with his K-9 partner Max, and an Officer converged on the area. K-9 Max alerted Norbury’s location. Despite the announcement of a K-9 and de-escalation tactics, Norbury refused to comply and made a furtive movement towards his waistband. K-9 Max successfully apprehended Norbury deterring a lethal force encounter, which allowed officers to safely place Norbury in handcuffs after a short struggle. A search incident to Norbury’s arrest revealed a functioning stun gun and two replica firearms.

Norbury was medically treated prior to being booked into the Tehama County Jail for the outstanding felony warrants, resisting arrest, possession of a stun gun with prior felony convictions, and other weapons charges to be submitted to the Tehama County District Attorney’s Office.”
