Suspect Arrested for a Murder at Parkland near Oakland International Airport

OAKLAND — East Bay Regional Park District police arrested a man suspected of committing a murder in parkland near Oakland International Airport. The suspect, a resident of Oakland, Ginrhic A. Bernandino-Santiago, 23, is in custody ineligible for release on bond.

The victim, Francisco Feliz, was shot to death in his car, near a boat launch at Martin Luther King Jr. Regional Shoreline. His killing happened August 8 shortly before 2:30 p.m. on Edgewater Drive in Oakland.

This crime occurred in front of witnesses, who provided investigators with a description of the suspect’s vehicle. The victim died at the scene.

Park police detectives conducted an extensive investigation. Park police placed Bernandino- Santiago under arrest on August 17 at 1:14 p.m. The U.S. Marshals Service assisted with the arrest, along with the Alameda, Oakland, and San Leandro police departments.

Bernandino-Santiago is suspected of shooting a firearm from a vehicle with malice aforethought to kill the victim. He was booked into Alameda County Santa Rita Jail for first- degree murder PC 187(A). He is scheduled to appear in court for arraignment on August 21 at Wiley W. Manuel Courthouse in Oakland.
