Oceanside Police Make Arrest in Fatal Hit-and-Run Collision

“Oceanside Police have identified and arrested the suspect in the hit-and-run death of 68-year-old Oceanside resident Cecilia Shu.
After weeks of canvassing the neighborhood surrounding the accident site and vehicle collision centers, investigators recovered the suspect’s vehicle.

Combining physical evidence and witness statements, investigators identified the suspect involved in the collision as 34-year-old Oceanside resident Sean Richter.

Richter was taken into custody at the Oceanside Police Department on suspicion of felony gross vehicular manslaughter and hit and run with death.

Thank you to our community and members of the media who supported our investigator’s efforts to help bring closure and justice to the loved ones of the victim that are grieving this tragic loss.”
