On the night of Monday, December 20, police had responded to a report of a collision and shooting on the 2600 block of Flores Street. Officers found a bullet-riddled vehicle in the middle of the street, and a 27-year-old man at the scene told them someone had shot at him.

Investigators were soon able to identify 20-year-old Joel Tovar Ramirez as the primary suspect. On January 27, investigators served two search warrants in East Palo Alto and Mountain View, respectively, locating and arresting Ramirez in Mountain View.

Police also reportedly found items such as two handguns, an assault rifle, and a stun gun during the search in Mountain View.
