Man Visiting his Family in Marin County is Arrested on Suspicion of Murder

SAN RAFAEL — A former Marin County resident visiting his family has been arrested on suspicion of murder. The suspect allegedly shot a man to death inside a moving car shortly before midnight on May 3.

Someone reported seeing the victim unresponsive lying on the ground on Windward Way. Responding officers located the deceased victim identified as 23- year-old Wilmer Gonzalez Velasquez.

Police released details concerning what detectives have learned thus far. The victim was inside a car with two other persons, sitting in the front seat, and the suspect was sitting behind him.

There was a loud bang while the vehicle was in motion. The driver immediately pulled over to the side of Windward Way. The driver realized that the passenger in the back seat had just shot the man seated next to him.

Apparently, the suspect asked the stunned driver for help. The driver refused and he was threatened by the suspect. Fearing for his life, the driver jumped out of the car and ran away.

The suspect identified as 19-year-old Jeffrey A. Osmaldo also fled. Osmaldo is a former Novato resident, here visiting family in the area. He presently lives in Conroe, Texas.

Investigators learned that Osmaldo could be located at a residence on the 400 block of Maine Avenue in Richmond. Arrest and search warrants were obtained for a SWAT team comprised of San Rafael and Novato officers.

Osmaldo was arrested in Richmond on May 4 at 4:28 p.m. He was booked into Marin County Jail, where he remains in custody in lieu of $50,000 bond.

His charges are murder and making criminal threats to terrorize.
