“On 11-08-20, the Roseville Police Department’s Crime Suppression Unit (CSU) arrested Bruce Anderson (41 of Suisun City, CA) and Candice Carty (28 of Suisun City, CA) following a traffic stop at Highway 65/Pleasant Grove Boulevard. Anderson was the driver of a 2017 Porsche Panamera, Carty was seated in the front passenger seat, and two minor children were in the rear seats.

Adams

During the investigation, CSU seized approx. $11k in cash, drugs packaged for sales, a loaded .40 caliber handgun and approx. $90k in jewelry. The two minor children were placed into protective custody with Placer County CPS. Anderson and Carty were booked into the South Placer County Jail on suspicion of:
– Possession of cocaine for sales
– Transportation of cocaine for sales
– Possession on MDMA for sales
– Transportation of MDMA for sales
– Possession of narcotics while armed
– Possession of a firearm by a prohibited person
– Possession of ammunition by a prohibited person
– Child endangerment
Anderson and Carty posted bail, but CSU continued the investigation based on the large seizure of cash, real property, and drugs.

Gray

On 12-22-20, the CSU, with the assistance from the Placer County Probation Department, Hayward Police Department, Suisun City Police Department, Fairfield Police Department, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), search warrants were executed at four different locations in Suisun City, Fairfield and Hayward.
Based on outstanding Placer County arrest warrants, stemming from the 11-08-20 traffic stop, Anderson and Carty were re-arrested and booked into the South Placer County Jail.
CSU seized the following evidence during the service of the search warrants on 12-22-20:
– Approximately $200k in cash
– Approximately $200k in personal property
– Approximately ¼ pounds of cocaine
– Approximately 3 ounces of MDMA
– Approximately 2,000 Xanax bars
– 2 firearms – including one full automatic assault rifle and a “Ghost” Glock
– Evidence of a large scale Employment Development Department (EDD) fraud network with approximately 200 known victims
– Evidence of a human trafficking ring consisting of multiple victims
– Evidence of manufacturing fraudulent credit cards
During the subsequent investigation, CSU identified Anderson as the head of a criminal organization responsible for drug trafficking, human trafficking, credit card fraud, and EDD fraud. The criminal organization successfully applied for $4.5 million dollars of EDD benefits and successfully withdrew $2,382,492.00 using the fraudulently obtained EDD benefit cards.
On 4-21-2021, felony arrest warrants were issued for the following people:
– Bruce Anderson (42 out of Suisun City, CA)
Alicia Alexis (32 of Suisun City, CA)
Emily Hill (25 of Santa Cruz, CA)
– Sean Gray (31 out of Vallejo, CA)
– Robert Adams (28 out of Fairfield, CA)
Working in conjunction with the Placer County District Attorney’s Office, Anderson will be charged with following criminal allegations based on evidence obtained during the investigation:
– Grand Theft
– Possession of narcotics while armed
– Possession of a firearm by a convicted felon
– Possession of ammunition by a prohibited person
– Possession of an assault weapon
– Possession of a “Ghost” gun
– Possession of cocaine for sales
– Possession of alprazolam for sales
– Possession of MDMA for sales
– Identity Theft
– Conspiracy to commit Identity Theft
– Conspiracy to commit EDD Fraud
– Conspiracy to commit Money Laundering
– Pimping
– Pandering
– Human Trafficking
– Witness Intimidation
– Accessory After the Fact
Alicia Alexis, Sean Gray, and Robert Adams are actively wanted for numerous felony violations. The three are wanted for Grand Theft; Possession of narcotics while armed; Possession of an assault weapon; possession of a “ghost” gun; possession of cocaine for sale; possession of MDMA for sale; possession of alprazolam for sale; Identity Theft; Conspiracy to commit Identity Theft; and Conspiracy to commit EDD fraud; Gray and Adams are wanted for Grand Theft; Identity Theft; Conspiracy to commit Identity Theft; and Conspiracy to commit EDD fraud.
On 4-21-21, members of CSU and the US Marshall Taskforce took Emily Hill into custody at her home in Santa Cruz, CA. The other three suspect remain at large, but they are actively being sought by local authorities and the US Marshall Taskforce.
CSU will continue to investigate members of Anderson’s criminal organization and additional arrests remain likely.
