Roseville Man Arrested for Threating to Sexually Assault Young Boys

An 18-year-old man was arrested Friday, August 14 in Roseville on a variety of charges, including distributing pornographic material to minors and communicating with minors with the intent of committing sexual assault. The suspect was also charged with possession of an illegal weapon.

Roseville police were tipped off that the suspect, identified as Colin La Grand Downs of Roseville, was planning to sexually assault and commit other violent crimes against young boys in the area. According to the Roseville Police Department, the information was provided to police after Downs told a third party of his plans.

Roseville Detectives obtained a warrant and searched the suspect’s home on Celestial Court, where he lived with his father. Detectives found evidence Downs had sent text messages of a sexual nature to minors. Some of the messages also included lewd images. It’s not clear how the suspect knew the boys he was texting, but he has been 18-years of age for only four months, and may have past or current high school connections.

An illegal billy club was also found, which led to the weapons charge. Downs was arrested and booked into the Placer County Jail. Bail was set at $750,000.

Roseville detectives are continuing their investigation to determine if any violent acts against children were committed by Downs. At this point, police have not found evidence any children were assaulted by the suspect. Roseville Police are asking anyone who thinks their child may have been a victim of Downs to call Detectives at 916-746-1028.
