Transient Man Arrested in Connection with Illegal, Hazardous Garbage Dump in Jamestown

JAMESTOWN, CA — “On September 29, 2025, at around 8 am, the Tuolumne County Sheriff’s Office received a call about a transient camp belonging to Luke Thomas Seagraves behind the Woods Creek Mobile Home Park. Deputies responded and hiked in, finding large amounts of garbage in the camp where Seagraves was contacted. Seagraves was given a 72-hour notice to vacate the private property.

A week later, deputies were notified that Seagraves violated 396g (a) PC. Follow-up checks of the camp revealed a pile of cut railroad ties, as well as split wood taken from the private property and used for firewood. Lead-acid automotive batteries and other hazardous waste were also located in the camp. After inspecting a neighboring property, it was found that Seagraves had dug a mine on the property and was using stolen railroad ties to shore up the sides.

A report was sent to the Tuolumne County District Attorney’s Office for felony charges of 374.8(b) PC (dumping hazardous substances on a road or waterway) and 487(a) PC (grand theft) and misdemeanor charges for 369g (a) PC (drive/ride along railroad tracks), 602(b) PC (trespassing to remove timber) which resulted in the issuing of a warrant by a Superior Court judge.

Seagraves was arrested on the evening of 1/29/2026 by the Tuolumne County Sheriff’s Office.”
