Butte County Authorities Recover Stolen Vehicles, Arrest Suspects in Two Separate Incidents
OROVILLE, CA — “The Butte County Sheriff’s Office (BCSO) reported the arrest of two individuals in separate incidents on December 15 and 16, 2025, resulting in the recovery of two stolen vehicles.
Incident #1:
On December 15, 2025, at approximately 6:20 p.m., a BCSO deputy conducted a traffic stop on a white Acura Integra near Mt. Ida Road. The driver, identified as Cuong Phan, age 44, of Oakland, fled on foot into a wooded area but was apprehended after a brief pursuit. A subsequent investigation confirmed that the vehicle had been reported stolen in 2009. Phan was arrested on the following felony charges: vehicle theft and possession of stolen property.
Incident #2:
On December 16, 2025, at approximately 1:18 a.m., a BCSO deputy conducted a traffic stop on a white Honda sedan near Miners Ranch Road. The driver, identified as Sou Xiong, age 38, of Oroville, was found to be on Post Release Community Supervision. During the investigation, it was determined that the vehicle had been reported stolen. Xiong was arrested for violating the terms of his Post Release Community Supervision, as well as for the following felony charges: vehicle theft and possession of stolen property.”
