Shasta County Man Arrested for Alleged Illegal Cannabis Cultivation, Distribution
COTTONWOOD, CA — “On Tuesday, July 22, 2025, at approximately 10:00 AM, members of the Shasta County Sheriff’s Office Marijuana Eradication Team (MET) and AB 109 SAFE Team served a search warrant at a residence on the 21000 block of Ina Way, Cottonwood. The search warrant related to an inter-state marijuana distribution investigation. The suspect in the investigation was identified as Keith Frank Kerrigan, age 71, of Cottonwood, CA.
During the execution of the search warrant, detectives located 25 actively growing marijuana plants, 131.9 lbs. of processed marijuana, a pistol, and ammunition. Detectives also located evidence which supported Kerrigan was shipping marijuana outside of the state of California, a felony.
Kerrigan was arrested and booked into the Shasta County Jail on charges of:

11359(B) HS Possess Marijuana For Sale
11358(C) HS Cultivate Marijuana 6+ Plants
29800(A)(1) PC Felon/Addict/Possess/Etc. Firearm
30305(A)(1) PC Prohibited Person Own/Possess/Etc. Ammunition/Etc.
Kerrigan’s bail was set at $25,000.”
