Redding Police Reportedly Apprehend Two Wanted Individuals in Two Separate Vehicle Pursuits

REDDING, CA  —  “On the evening of June 24, 2025, officers with the Redding Police Department’s Neighborhood Police Unit (NPU) were involved in two separate vehicle pursuits with wanted felons — both occurring within a two-hour window. The suspects, each with active felony warrants, attempted to evade arrest but were ultimately taken into custody due to the persistence, coordination, and quick decision-making of NPU officers with the assistance of K9 Duke.

First Pursuit: Troy Lyons

At approximately 8:00 p.m., NPU officers observed 46-year-old Troy Lyons of Redding driving southbound on East Bonnyview Road. Officers recognized Lyons and knew he had an active felony warrant for narcotics-related charges.

When officers attempted a traffic stop, Lyons fled eastbound on South Bonnyview Road at a high rate of speed. Due to safety concerns and a loss of visual contact near Churn Creek Road and Victor Avenue, the pursuit was terminated.

Undeterred, officers conducted an area search and soon located the suspect vehicle abandoned near the intersection of Western Oak Drive and Saratoga Drive. Lyons was found hiding in nearby shrubbery and taken into custody without incident.

He was arrested for 2800.2 CVC – felony evading, as well as his outstanding felony warrant, and booked into the Shasta County Jail.

Second Pursuit: Michael Shankles

At approximately 9:30 p.m., less than two hours after the first incident, NPU officers spotted 36-year-old Michael Shankles of Redding driving southbound on East Bonnyview Drive. Shankles had an outstanding felony warrant for failing to appear in court following a Cruz Waiver agreement.

A Cruz Waiver allows a defendant to remain out of custody while awaiting sentencing, with the understanding that failure to comply may result in a harsher sentence. Shankles had been sentenced to five years and four months in state prison, but by violating the terms of the waiver, he now faced more than 12 years.

When officers attempted a traffic stop, Shankles fled into a quiet residential neighborhood at high speed. He entered a cul-de-sac where multiple juveniles and adults were playing in the street. Shankles accelerated directly toward the group, making no attempt to avoid them.

Thankfully, everyone was able to move out of harm’s way, and no injuries occurred.

After turning around in the cul-de-sac, Shankles drove head-on toward a marked patrol vehicle occupied by two officers. He again showed no signs of yielding, forcing the officers to take evasive action to avoid a collision.

Shankles then drove northbound in the southbound lanes of East Bonnyview Drive before turning onto Cerro Lane, which ended in another dead-end. As he tried to turn around again, a K9 officer made the split-second decision to intentionally ram Shankles’ vehicle to stop the escalating threat. Shankles continued trying to flee, prompting a second patrol unit to make intentional contact, finally disabling his vehicle.

Shankles then climbed over a female front passenger and attempted to flee on foot through a private driveway. K9 Duke and his handler were on scene. When confronted, Shankles surrendered to K9 Duke and was taken into custody without further incident.

He displayed multiple signs of drug intoxication and was determined to be under the influence at the time. The female passenger sustained minor injuries and was transported to a local hospital for evaluation.

Shankles was arrested for the following charges:

  • 245(a)(1) PC – Assault with a deadly weapon (7 counts)
  • 245(c) PC – Assault with a deadly weapon on a peace officer (2 counts)
  • 2800.2 CVC – Felony evading
  • 2800.4 CVC – Felony evading while driving in oncoming traffic
  • 148(a)(1) PC – Resisting arrest
  • 23152(f) CVC – DUI: drugs
  • 12500(a) CVC – Driving without a license
  • 1320(b) PC – Failure to appear on a felony charge
