BRENTWOOD, CA — Three suspects were arrested during a special operation targeting child sexual
exploitation.
One of the suspects Tommy Ray Vance, 48, of San Leandro, also faces weapons-related
charges. The two other 29-year-old suspects are Sheldon D. Ludd, of Richmond, and Anthony R.
Mozingo, of Elk Grove.
Twelve agencies including Brentwood PD collaborated with the Contra Costa County Internet Crimes
Against Children Task Force. Detectives from Brentwood PD arrested Vance on April 10, with help
from a Martinez detective.
Mozingo was also arrested on April 10, and Lund was arrested on April 11.
Vance’s residence was searched following his arrest. The search resulted in recovery of more than 15
firearms and ammunition. Detectives confirmed that Vance, a convicted felon, is a former high school
football referee.
Among the three suspects, Vance remains in custody at the West County Detention Facility ineligible
for release on bond, pending a court hearing on May 5. The following charges have been filed against
Vance –
* Contacting a minor for purpose of engaging in a lewd/lascivious act
* Distributing/exhibiting lewd matter to a minor
* Attempted lewd or lascivious acts with a child under 14 years old
* Possession of a firearm by a felon or narcotics addict
Mozingo who is longer listed in custody was booked on suspicion of –
* Attempting to contact a minor with intent to commit an offense
* Arranging a meeting with a child for lewd purposes
* Distribution or exhibition of lewd material to a child
* Attempting a lewd act with a child
Lund, no longer listed in custody, was booked on suspicion of –
* Attempting to contact a minor with intent to commit an offense
* Arranging a meeting with a child for lewd purposes
* Lewd acts upon a child
