Deputies Apply Proposition 36 in Victorville Traffic Stop Arrests
VICTORVILLE, CA — Deputies from the Victorville Sheriff’s Station applied newly enacted laws under Proposition 36 during a traffic stop early Thursday morning, January 9, 2025. At approximately 1:56 a.m., deputies stopped a 2007 white Dodge Charger near Tamarisk Road and Bear Valley Road for California Vehicle Code violations. During the stop, deputies observed items being discarded from the passenger side of the vehicle. Upon investigation, a glass pipe was recovered as one of the discarded items, along with baggies of a controlled substance and drug paraphernalia inside the vehicle.
The investigation led to the arrest of two individuals. Robert Kramp, a 33-year-old transient from Victorville, was arrested for possession of a controlled substance under H&S 11377(A) and an outstanding misdemeanor warrant. Joe Salgado, a 53-year-old transient from Hesperia, was arrested for possession of a hard drug with two or more prior convictions under H&S 11395, a new charge introduced under Proposition 36.
Proposition 36, also known as “The Homelessness, Drug Addiction and Theft Reduction Act,” was passed by California voters in November 2024 and took effect in December 2024. It enhances penalties and mandates court appearances for certain offenses, addressing concerns related to homelessness, drug addiction, and theft.
