Suspect Faces Multiple Felony Charges for Alleged Attempts to Solicit Minor

CONCORD — A man arrested and charged with attempting to have sex with a minor is scheduled to appear in court on July 18. The suspect faces multiple felony charges for what happened to a 14-year-old boy who was the victim.

Phillip S. Moussa, 43 of Concord, was arrested by Contra Costa County Sheriff’s Office deputies on June 29. Moussa has remained in custody at the Martinez Detention Facility in lieu of $400,000 bond.

Moussa apparently communicated online several times with the boy. Texts were sent seeking to arrange an in-person meeting with this child at a park located in Danville.

He evidently intended to engage in inappropriate sexual activity with this child. Evidence gathered against him indicates his alleged criminal activities occurred on June 24, June 25, and June 29.

Investigators waited for Moussa to arrive for the illicit meeting at the designated park location. When Moussa showed up there, deputies were ready to handcuff and take him into custody.

He subsequently has been charged with committing multiple felonies involving a child victim. He faces nine criminal counts involving –
Contacting a minor for the purpose of engaging in a lewd/lascivious act
Meeting a minor for lewd purposes
Attempting a lewd act upon a child
