“In April 2021, officers responded to a report of a past tense sexual assault that occurred in 2020. The victim who is under 14 years of age revealed she had been sexually assaulted by the suspect, Jorge Rosas Flores (39).

During the investigation officers determined there was a second victim also under 14 years of age. The case was assigned to detectives who conducted forensic interviews with the victims. The interviews revealed further evidence of the assaults of both victims.

The case was submitted to the District Attorney’s Office and a six-million-dollar warrant was issued for Rosas’ arrest. Last Tuesday, patrol officers observed Rosas entering his home. Officers contacted him and Rosas was taken into custody without incident. Rosas was transported to county jail facing multiple child molestation charges.

In a separate molestation case, officers initiated an investigation related to a sexual assault report filed in November. Detectives were able to conduct forensic interviews and developed information that led to the arrest of Elmar Cargo (49) on December 1st.

Cargo was booked into county jail on several child molestation charges

The above investigations illustrate the Salinas Police Department’s efforts and commitment in pursuing justice for the safety and well-being of children. We will continue to diligently investigate all instances of alleged abuse of children.
