“On 2/22/21, Detectives from the Career Criminal Auto Theft Team (CCATT) assisted Southwest District patrol officers with the stop of an occupied 1996 Chevrolet pickup in the area of Church and Golden State.

The Chevrolet was a reported stolen vehicle out of Southeast Fresno. Two males were detained. The driver was identified as Paul Winters, 42, and found to be on Post Release Community Supervision (PRCS) probation for resisting arrest by threat or violence.

Anthony Lowry

Winters was booked into the Fresno County Jail for felony auto theft charges and PRCS violation. The passenger was identified as Anthony Lowry, 37, and found to be on felony probation for auto theft.

Lowry was booked into the Fresno County Jail for possession of a controlled substance, possession of drug paraphernalia, giving false information to officers and probation violation.
