Unlicensed Agent On the Hook for $140,000 Fraud Scheme

GARDEN GROVE — 63-year-old Robert Meseer of Westminster has been arrested by CA Department of Insurance investigators on 32 felony counts of grand theft, insurance fraud, and forgery. Meseer is alleged to have posed as an insurance agent to scam over $140,000 out of several business owners.

Conducting himself as an MRM Insurance agent, Messer is said to have been illegally operating his relative’s firm after that person’s license expired in 2009. Meseer had access to client files which allowed him to implement various schemes to scam premiums from policyholders.

After a referral from a business owner who had discovered they’d been issued a bogus insurance certificate by a company that did not exist, Dept. of Insurance detectives launched an investigation which subsequently uncovered numerous violations including bogus insurance documents, overcharging several times the amount of the premium, inflated billings, covering the true cost of coverage, renewing policies without forwarding premium payments, and even soliciting new business.

Meseer has been booked into Orange County Jail with bail set at $100,000.
