Grandmother Arrested for Drowning Child

On the morning of December 29, 2015, Fairfield police and fire personnel responded to a report of a drowning in the 1400 Block of Jefferson Street, according to a press release.

Officers found a 4-year-old boy unconscious and not breathing. He was transported to a local trauma center, where he later died.

The circumstances surrounding the death were found to be suspicious and prompted the detectives of the Fairfield Major Crimes Unit to launch an investigation.

It was determined that the boy was in the care and custody of his 51-year-old grandmother, Dawn Diana Raines-Hewes, also of Fairfield.

Detectives concluded that the child was placed inside of a bathtub and intentionally drowned by Raines-Hewes.  Two other grandchildren, a 1-year-old girl and a 6-year-old girl, were also under the care of Raines-Hewes and were found unharmed.

Raines-Hewes was arrested and booked that evening into Solano County Jail for Murder and is being held without bail.
