Police discover kidnapping victim during traffic stop

FRESNO – A routine traffic stop on Tuesday night yielded a surprise for Fresno police officers when they discovered a man bound in tape in the back of the vehicle.

Police pulled over a red SUV that was speeding at Kings Canyon Road and DeWitt Avenue around 11 p.m. As officers approached the vehicle, they noticed that the back window had been kicked out. When they reached the vehicle, officers discovered two men in the back of the SUV. One of the men was tied up at his ankles, hands and torso with duct tape, while the other one was holding him down.

The victim was bleeding, terrified, and pleading for help, authorities said. Police freed the 20-year-old victim, who told officers that he had been kidnapped by the two men and forced into the back of the vehicle. He said that he had kicked out the back window of the SUV in an attempt to escape or get someone’s attention.

Ulysses Carillo is Daniel's twin brother

Police arrested the two suspects in the vehicle, 24-year-old twin brothers Ulysses and Daniel Carillo. The suspects are both Bulldog gang members. Officers learned that Daniel Carillo and the victim were roommates. They served a search warrant at the home and discovered a rifle and three handguns, one of which had been reported stolen. Police have not released a motive for the kidnapping and say they do not know what the brothers had planned for the victim. “We don’t know if it was the beginning of a murder or a robbery,” Lt. Anthony Martinez said.

The victim only had minor injuries.
