Santa Rosa Police Conclude Months-Long Narcotics Investigation; Three Arrested
SANTA ROSA, CA — “On September 14, 2026, at approximately 1:03 p.m., detectives from the Santa Rosa Police Department’s Narcotics Unit and Property Crimes Team, assisted by the Special Enforcement Team and Downtown Enforcement Team, executed a search warrant in the 500 block of Todd Road. The operation concluded a several-months-long investigation into a local Drug Trafficking Organization (DTO). Additional search warrants were served in the 800 block of West Avenue and 700 block of Agnew Place.
As a result of the investigation, detectives seized approximately one and a half pounds of suspected methamphetamine, three ounces of suspected cocaine, packaging materials, digital scales, and approximately $34,000 in U.S. currency. During the warrant service, detectives observed a male juvenile throw a child’s soft lunchbox containing approximately one pound of suspected methamphetamine over a fence. Suspected narcotics were found scattered throughout the dwellings within easy access of young children present at the location, leading to felony child endangerment charges.
Five individuals were identified during the investigation. The following three individuals were arrested and booked into the Sonoma County Jail:
Joel Parra-Orozco, 45, of Santa Rosa
Maria Burgara-Olivares, 45, of Santa Rosa
Hugo Arroyo, 29, of Santa Rosa
All three were booked for the following charges:
11351 H&S – Possession of a Narcotic for Sale
11378 H&S – Possession of a Controlled Substance for Sale
273a(a) PC – Felony Child Endangerment
Burgara-Olivares was additionally booked for a violation of 148(a)(1) PC – Resisting a Lawful Detention, after she and another adult female with toddlers fled from the residence and refused officers’ lawful commands before being detained without incident.
Two additional individuals were contacted during the operation:
Miguel Ruiz-Martinez, 42, was stopped in the 200 block of Todd Road. A search revealed a useable quantity of suspected methamphetamine and a glass pipe. He was cited for 11377 H&S (Possession of a Controlled Substance) and 11364 H&S (Possession of Drug Paraphernalia) and released.
Juan Tafolla, 39, was detained at a taco truck pursuant to this search warrant. A search of his person, vehicle, and residence yielded no contraband. He was cited for multiple outstanding warrants and released.
