68-Year-Old Former Foster Parent Arrested During Investigation Into Historical Sexual Abuse Allegations

RIVERSIDE, CA — Detectives with the Riverside Police Department’s Sexual Assault/Child Abuse (SACA) Unit arrested a 68-year-old Moreno Valley resident following an investigation into historical sexual abuse allegations involving multiple victims.

The investigation began on September 24, 2025, after detectives received a report of historical sexual abuse involving a child victim. As the inquiry progressed, officers identified three additional victims. According to police reports, the incidents occurred approximately 24 years ago when the victims were children residing at a home in the 600 block of Highlander Drive in Riverside, as well as various locations in Moreno Valley.

Investigators identified the suspect as Edward Sepulveda. During the investigation, authorities learned that Sepulveda previously served as a foster parent and had fostered approximately 90 children over the years.

On July 17, 2026, officers arrested Sepulveda and booked him into the Robert Presley Detention Center on multiple felony sexual abuse charges. Sepulveda remains in custody with bail set at $1 million. Jail records indicate that Sepulveda’s next court date is scheduled for December 9th 2026 at 8:30am in the Riverside Hall of Justice.
