Six Arrested Following Series of Reckless Driving Incidents & Multi-Agency Pursuit

SANTA CRUZ, CA — Six San Jose residents were taken into custody Saturday afternoon following a series of reckless driving incidents, a stolen vehicle investigation, and a multi-agency law enforcement pursuit through Santa Cruz County.

At approximately 4:10 p.m. on August 15, 2026, the Santa Cruz Police Department responded to reports of a black 2015 Mercedes SUV driving recklessly and striking vehicles in the 100 block of Frederick Street. Callers reported additional dangerous encounters across the city involving the same vehicle, which authorities later determined was stolen from San Jose.

An officer located the SUV in a parking lot on the 1700 block of Mission Street. When the officer attempted a traffic stop, the suspect vehicle collided with the patrol car, disabling it and injuring the officer.

SCPD officers located and pursued the vehicle onto Highway 1 toward Davenport before canceling the pursuit over safety concerns. The Santa Cruz County Sheriff’s Office re-engaged the vehicle as it headed back toward Santa Cruz. Officers deployed spike strips to deflate the SUV’s tires, slowing its movement. Assisted by the California Highway Patrol, officers tracked the vehicle onto northbound Highway 17, where it came to a stop north of Ocean Street.

Two occupants fled on foot into a nearby ravine, where a police service dog apprehended the driver. The second fleeing suspect and four individuals who remained in the vehicle were detained without further incident.

Two adults, identified as Fernando Penaloza, 26, and Alijah Ruiz, 18, along with four juveniles, were arrested. They face multiple felony charges, including vehicle theft, felony hit-and-run, felony evading, felony DUI, child endangerment, conspiracy, and resisting or obstructing an officer.

The officer involved in the initial collision was treated at a local hospital for moderate injuries, while a second officer received treatment for a minor injury sustained during the arrest.
