Sonoma County Authorities Reportedly Discover Explosives-Making Materials During Firearm Investigation

WINDSOR, CA — “On July 3, 2026, deputies from the Sonoma County Sheriff’s Office and the Windsor Police Department responded to the 1100 block of Windsor River Road following reports of a tenant shooting a firearm into the ground. 39-year-old Windsor resident, Ryan Carter, was detained at the scene. While securing the property, deputies located a lab containing chemicals and glassware believed to be either bomb-making materials or a drug lab. Due to the nature of the findings, detectives from the Narcotics Unit and Bomb Unit responded to the scene and executed a search warrant at the residence.

Carter was arrested and charged with the following:

Felonies:
• Possession of an assault weapon
• Possession of drugs while armed

Misdemeanors:
• Discharging a firearm
• Possession of drugs
• Possession of drug paraphernalia

A forensic examination of Carter’s phone revealed evidence that he researched and attempted to purchase materials needed for making explosives. Based on this new evidence, the Sonoma County Sheriff’s Office Bomb Unit obtained a second search warrant. On July 9, 2026, agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) assisted in executing the follow-up search warrant. Carter was additionally charged with possession of explosive-making material.

A bail enhancement was granted, and Carter’s bail was set at $100,000.
