Oak Park Neighborhood SWAT Standoff: Teen Arrested After Armed Assault
OAK PARK, CA — Ventura County — July 9, 2026 — On the afternoon of July 7th, Ventura County Sheriff’s Department deputies responded to a 911 Emergency call reporting a man brandishing a firearm at an Oak Park neighborhood residence.
According to VCSD spokesman Sgt. Sean Taylor, as deputies were enroute to the home, VCSD dispatchers “remained on the phone with the reporting party and heard what sounded like a gunshot.”
Deputies arrived within minutes and “quickly established a secure perimeter around the home” while nearby residents were told to shelter in place. The immediately ensuing onsite investigation indicated that two men were doing concrete work in front of the suspect’s home when they had “a brief interaction” with a resident at the property, 19-year-old Emmett Laggis.
After that encounter, the men walked away and headed toward their vehicle, whereupon Laggis then “pulled a handgun from his waistband and pointed it at both of them.”
Laggis allegedly ordered one of the men out of the vehicle at gunpoint and demanded the vehicle’s keys. Unable to retrieve the victim’s keys, Laggis then returned to his residence and closed the door, refusing to open it at the command of deputies arriving at the scene.
As Laggis was believed to be armed and posed a continuing threat to residents and deputies, the Special Weapons and Tactics Team and Tactical Negotiations Unit (SWAT) was called to the scene. Laggis then broke a window, climbed out of the residence and attempted to run.
Laggis was promptly tackled, subdued, and taken into custody. He was then transported to Ventura County Jail, where he was booked on charges of assault with a firearm, kidnapping, attempted robbery, two counts of negligent discharge of a firearm and two counts of possession of a large-capacity magazine.
He remains in custody on $500,000 bail.
