Narcotics Unit Seizes Methamphetamine and Arrests Two Suspects Following Dual Search Warrant Operations
VISALIA, CA — Two Visalia residents face narcotics charges following a dual search warrant operation conducted by local law enforcement.
On July 7, 2026, at approximately 10:00 a.m., the Visalia Police Department Narcotics Unit and the Homeless Outreach and Proactive Enforcement (HOPE) Team executed a search warrant in the 3200 block of East Cathie Court. Detectives recovered approximately one-quarter pound of methamphetamine and evidence of narcotics sales. Following the search, Richard L. Garcia, 55, was booked into the Tulare County Adult Pre-Trial Detention Facility on narcotics charges and outstanding warrants.
In a related action, investigators contacted Richard Dewitt, 51, near Ben Maddox Way and Mineral King Avenue. According to authorities, Dewitt possessed methamphetamine intended for distribution. Investigators subsequently obtained and executed a second search warrant at Dewitt’s residence in the 3000 block of East Meadow Avenue, discovering additional methamphetamine and sales evidence. Dewitt was taken into custody on narcotics-related charges.
As of noon on July 9, 2026, jail records show both individuals remain in custody with bail set at $60,000 each.
Garcia’s charges include HS F 11366, HS F 11378, and 2 warrants. Dewitt faces charges of HS F 11378 and HS F 11379(a). A court appearance is scheduled for both Garcia and Dewitt at 1:30 p.m. on July 9, 2026.
