Rancho Cucamonga Deputies Utilize Proposition 36 in Narcotics Arrest
RANCHO CUCAMONGA, CA – On Tuesday, June 2, 2026, at approximately 9:07 a.m., Rancho Cucamonga deputies conducting proactive patrols contacted a local resident identified as 37-year-old Randy Rhodes near Archibald Avenue and the Pacific Electric Trail.
During the contact, deputies discovered Rhodes was in possession of suspected methamphetamine. A review of his records indicated prior convictions for drug-related offenses, specifically possession of methamphetamine and possession of a controlled substance.
Rhodes was arrested and booked into the West Valley Detention Center under Health and Safety Code 11395(b)(1), the Treatment-Mandated Felony Act, which addresses misdemeanor possession with two prior drug-related convictions.
According to authorities, this arrest utilized provisions enacted under Proposition 36, “The Homelessness, Drug Addiction and Theft Reduction Act,” which was passed by California voters on November 5, 2024, and took effect on December 18, 2024. The legislation reformed several laws previously established under Proposition 47, introducing new Penal and Health and Safety Codes. These updated charges allow law enforcement to apply enhanced sentencing or prevent individuals from being cited and released before their scheduled court appearances.
