Nurse Charged With 77 Felonies in Elder Abuse Case

A registered nurse is facing 77 felony charges alleging the operation of an unlicensed in-home health care business in which she
defrauded elderly dependent adults in her care.

According to Santa Barbara County District Attorney John Savrnoch, on June 8 his
office filed a felony complaint against Rosanne Marquis, 71, “involving her operation
of an unlicensed in-home health care business” since 2019.

Marquis, reportedly a nurse wit 35 year experience, is accused of stealing from those in her care, including a veteran, and
prosecutors allege that “she failed to provide accurate business tax returns and failed to
make required deductions and payments to the California Employment Development
Department on behalf of her employees for several years.”

The case was investigated by a multi-agency team that included the Santa Barbara
County District Attorney’s Office, the U.S. Department of Veterans Affairs Office of
Inspector General and the California Employment Development Department.

Marquis is out of custody on bail pending her felony arraignment in Santa Barbara
County Superior Court.
