San Francisco Police Organized Retail Crime Task Force Arrests Multiple Serial Theft Suspects

SAN FRANCISCO, CA — The San Francisco Police Department’s Organized Retail Crime (ORC) Task Force, in collaboration with local retailers, has arrested multiple individuals in connection with a series of retail thefts across the city. Investigators utilized recent California statutory changes, including Penal Code Section 666.1 and Penal Code Section 487(e), which allow for felony charges for repeat petty theft offenses and the aggregation of multiple thefts into a single felony charge once the total value exceeds $950.

In the first series, 24-year-old Tyrese Boswell was arrested for 27 separate theft incidents targeting Walgreens locations on the 1100 block of Columbus Avenue and the 1300 block of Castro Street between late 2025 and April 2026. Boswell, who primarily stole cosmetics and batteries valued at nearly $40,000, was apprehended three separate times, culminating in an arrest on April 16, 2026. He faces multiple felony charges, including nine counts of second-degree burglary, seven counts of grand theft, and seven counts of petty theft with prior convictions.

A second investigation involved Safeway locations targeted between January 14, 2026, and April 1, 2026. Working with Safeway Asset Protection, investigators identified 33-year-old Jacqueline Michael and 35-year-old Darlene Gilbert as suspects in 14 incidents involving the theft of meat, seafood, and produce valued over $3,200. Following initial arrests in early April, subsequent collaboration led to Michael’s re-arrest on May 6, 2026, and Gilbert’s re-arrest on May 10, 2026. Both face felony charges of organized retail theft and petty theft with priors, with Michael facing 14 counts of committing a new felony while released on bail.

A third series involved thefts at coffee shops along Sutter Street, Grant Street, and Noriega Avenue. Investigators identified 38-year-old Stanley Young as the suspect. Young was arrested on March 17, 2026, following a brief foot pursuit, and was later re-arrested on March 31, 2026, after a subsequent theft on Sansome Street. He is charged with criminal threats, four counts of felony petty theft with priors, 11 counts of misdemeanor petty theft, and two counts of violating stay-away orders.

In a fourth series, 36-year-old Faniel Rusher was arrested on April 29, 2026, near a Walgreens on the 1500 block of Polk Street. Investigators established probable cause linking Rusher to over a dozen thefts following an initial October 2025 arrest. He is charged with 21 felony counts of petty theft with priors, 21 counts of stay-away order violations, and 21 counts of committing a new felony while released on his own recognizance.

The cases for Boswell, Michael, Gilbert, and Rusher have been assigned to the ORC Vertical Prosecutor within the San Francisco District Attorney’s Office.
