Authorities Make Multiple Arrests While Serving Warrant in CSAM Investigation after CyberTip from ICAC Task Force
TUOLUMNE, CA — “On March 19, 2026, detectives executed a search warrant at a residence in Tuolumne after receiving a CyberTip from the Internet Crimes Against Children Task Force. The investigation led to 20-year-old Johnathan Garrette Webb, identified as the owner of an X account. A search of the account uncovered additional images and videos containing child sexual abuse material (CSAM), commonly referred to as child pornography.
At the residence, 44-year-old Carissa Shindana Foster, 23-year-old Kaleb Joseph Daniels-Foster, and a juvenile were present and cooperative. During the operation, 25-year-old Vincent Sydney Daniels-Foster arrived holding what appeared to be a Glock handgun, later identified as a replica Glock lighter. He threw the item, failed to follow deputies’ commands, and physically resisted arrest before being taken into custody without further incident. He was arrested for resisting and obstructing deputies, possession of methamphetamine, and possession of an unprescribed narcotic.
Webb was not at the residence. During the search, detectives found a loaded handgun with a 15-round magazine in Kaleb’s bedroom. Kaleb, a convicted felon on probation, was arrested for unlawful possession of a firearm, ammunition, and a large-capacity magazine.
Additional firearms were located inside an RV on the property. It was determined that Carissa was also a convicted felon, and she was subsequently arrested for being a felon in possession of a firearm in connection with the weapons found in the RV.
Detectives later contacted Webb, who agreed to an interview. He was arrested afterward and booked into the Dambacher Detention Center for possession of CSAM.”
