Arrest Made After Hidden Cameras Found in Elk Grove Park Restrooms
ELK GROVE, CA — On Thursday March 26th 2026, the Elk Grove Police Department announced the arrest of a Sacramento man. This arrest followed an investigation into hidden cameras discovered in women’s restrooms at several local parks.
On March 5, 2026, detectives were notified of two separate incidents involving cameras found inside toilets in the women’s restrooms at Elk Grove Regional Park and Jan Rau Park. According to department officials, one device was located by an employee of the Cosumnes Community Services District (CSD). Meanwhile, a community member discovered the second.
Following the initial discovery, police officers and CSD staff conducted a comprehensive inspection of all park restroom facilities throughout the city. No additional devices were found during that sweep. In response to the incidents, the Cosumnes CSD reported that it has updated daily inspection protocols. Moreover, it increased awareness training for staff and contractors to monitor park facilities more closely.
The department’s Real Time Information Center (RTIC) identified a suspect vehicle after reviewing footage from park and traffic cameras. Investigators determined that the same vehicle was present at both locations where the devices were found. Furthermore, by utilizing automated license plate reader data and reviewing prior calls for service, detectives identified the suspect as William A Raasch, of Sacramento.
Upon obtaining a search warrant for Raasch’s residence, detectives recovered digital evidence. Further review of that evidence led investigators to believe that Raasch had placed hidden cameras in at least two other locations: Kloss Park and Zimbelman Park. The investigation also revealed that the suspect allegedly altered his appearance to resemble a woman on certain occasions. This was reportedly done to avoid detection while entering the facilities.
Raasch was taken into custody on March 26, 2026, and booked into the Rio Cosumnes Correctional Center. He faces 12 counts of violating Penal Code § 647(j)(3), which pertains to the unauthorized local recording of an undressed person in a private area, and three counts of Penal Code § 632(a) for eavesdropping.
“The safety of park visitors is a top priority,” said Cosumnes CSD General Manager Tim Ogden, noting that the district worked in coordination with law enforcement throughout the apprehension process.
