Riverside Police Compliance Check Leads to Arrest of Parolee Sex Offender
RIVERSIDE, CA — The Riverside Police Department recently conducted a large-scale compliance operation targeting registered sex offenders and arson registrants residing within the city limits. The operation, executed on Thursday, October 30, 2025, involved officers and detectives from the 290 Compliance Unit, the Sexual Assault – Child Abuse (SACA) Unit, the Problem Oriented Policing (POP) Team, the Public Safety Engagement Team (PSET), and the West Post Release Accountability and Compliance Team (PACT).
Investigators successfully contacted 25 registered individuals across 12 different locations as part of the initiative.
During a compliance check conducted in the 700 block of South University Drive, officers contacted a resident currently under active parole for lewd or lascivious acts with a child under 14 years by force or fear. A subsequent search of the location resulted in the discovery of a backpack containing a ski mask, leather rope, sex-enhancing pills, and condoms. Because the possession of these items constituted a violation of the terms and conditions of his parole, the parole agent issued a warrant for his arrest.
The individual, identified as 63-year-old Brian Keith Mosby, was subsequently taken into custody. He was booked into the Robert Presley Detention Center on charges related to the parole violation.
A records search indicates that Mosby seems to have a pattern of violating parole. A number of Mosby’s prior arrests may be viewed here.
The police department stated that this operation is part of its ongoing effort to maintain regular contact with registrants living in Riverside and to verify the accuracy of the residential information they provide during registration. The effort also aims to identify and investigate convicted offenders who may not be in compliance with state registration requirements. 290 Compliance Unit Officer James Payne noted, “These proactive operations help confirm the information offenders provide and ensure they’re following the rules designed to protect our community. When we find violations, we act.”
