Convicted Sex Offender Arrested for Alleged Violation of PRCS Terms
HEALDSBURG, CA — “On October 27, 2025, officers with the Healdsburg Police Department contacted registered sex offender Thomas Flugrad near a preschool in Healdsburg.
During the contact, officers conducted a search of Flugrad pursuant to the terms of his Post-Release Community Supervision (PRCS). The search led to the discovery of suspected methamphetamine. Officers also determined that Flugrad had been residing within 200 feet of a preschool, a violation of his PRCS conditions.
Flugrad was arrested and booked into the Sonoma County Jail on felony charges of possession of a controlled substance in violation of Health and Safety Code §11377(a) and violation of PRCS conditions under Penal Code §3455.
Although Proposition 47 reclassified most simple drug possession offenses from felonies to misdemeanors, registered sex offenders are not eligible for those reductions and continue to face felony charges for drug possession under California law.”
