Seven week Investigation leads to Arrest for Vehicular Manslaughter

THOUSAND OAKS, CA — July 5, 2025 – An Oak Park man has been arrested in connection with a deadly traffic collision that claimed the
lives of an elderly Newbury Park couple nearly two months ago.
Neil Reb, 21, was taken into custody on June 30 and has been booked on two counts of
vehicular manslaughter with gross negligence.
According to Ventura County Sheriff’s department spokesman Deputy Chris Riggs, the crash occurred on the afternoon of May
6, as Reb was speeding northbound on a major Thousand Oaks thoroughfare when he
“entered an intersection and slammed into a vehicle making a left turn in front of him.”
Inside that vehicle were Alejandro Ramirez, 77, and his wife Maria Ramirez, 73, both of Newbury
Park. Both Alejandro and Maria Ramirez died as a result of their injuries.
Detectives attached to the Thousand Oaks Traffic Bureau and the VCSD
East Valley Major Crimes Unit “launched an extensive investigation into the incident.”
That effort involved detectives “canvassing more than 50 homes in the surrounding neighborhood”
gathering surveillance footage and eyewitness accounts.
The evidence gathered led to the identification and arrest of Reb, who was booked into the
Ventura County Main Jail with his bail set at $50,000.
