“On December 13, 2023, around 10:00 a.m. Butte County Sheriff’s Office (BCSO) Deputy Raggio saw a vehicle traveling at approximately 90 miles per hour southbound on Highway 99 near the intersection of Estates Drive, Chico.  Deputy Raggio attempted to conduct a traffic enforcement stop on the vehicle.  The vehicle accelerated, failed to yield and continued driving toward the Oroville area.  Deputies pursued the vehicle.  The vehicle exited the freeway and began driving in the city limits of Oroville.  The pursuit was terminated for public safety purposes.

A short time later detectives located the suspect vehicle at the intersection of 12th Street and Plumas Avenue, Oroville.  The vehicle had exited the roadway and collided with several bushes.  Detectives saw three suspects run from the vehicle.  Deputies and detectives were able to safely locate and arrest the three suspects.

Deputies determined the driver of the vehicle is a juvenile.  Based on the fact the driver is a juvenile, BCSO is not releasing further information about his identity. The two other suspects were identified as William Kevil, age 18, of Oroville and Kaitlynne Lewis, age 20, of Oroville.

During a subsequent investigation, deputies located evidence the three aforementioned suspects were involved in a shooting that occurred in Palermo around 6:30 a.m. on December 13, 2023. Deputies located evidence the suspects were responsible for shooting a rifle at a residence that was inhabited by two individuals.

During the investigation, Chico Police (CPD) detectives located evidence the three suspects were responsible for several robberies that occurred in the City of Chico on December 13, 2023.  CPD and BCSO are actively working on this investigation.  CPD plans on issuing a press release with additional information.

Kevil and the juvenile suspect were arrested for multiple felonies in relation to the Palermo shooting and vehicle pursuit.  Lewis was arrested for a felony count of possession of stolen property. Deputies are actively investigating this incident.  Anyone with information is urged to contact BCSO at (530) 538-7321.”
