Man arrested for Vehicle Theft and Murder

HERCULES — A 20-year-old man faces charges for two counts of murder stemming from a stolen car crash. The suspect is in custody in lieu of $2,220,000 bond.

Ralph E. White, a resident of Vallejo, was placed under arrest by Hercules officers March 23 at 7:41 p.m. His arraignment is scheduled April 12.

White allegedly fled police attempting to stop a Mazda SUV reported stolen. Hercules officers spotted it exiting Interstate 80 onto Willow Avenue.

Instead of stopping the SUV accelerated. It soon collided with another vehicle near the intersection of Park Avenue and Fourth Street. The other driver, 31-year-old Ryniqueka Dowell and one of her 6-year-old twin sons died. The surviving twin suffered a broken leg.

The suspect fled on foot from the crash scene. A perimeter was established so he did not get far. White was apprehended at Bevbox liquor store on Park Avenue in nearby Rodeo. He was subsequently booked into the Martinez Detention Facility.

In addition to the murder charges, White faces charges for hit and run resulting in death, and for vehicle theft. Plus, He also faces charges for carrying an unregistered loaded firearm.

In July 2022, White was arrested for possession of a loaded machine gun, with a high-capacity magazine. He was free on bail for that incident. In September 2021, White was arrested for robbery, hit and run causing injury, and other offenses.
