Suspected Gunman and Lookout Arrested for Alleged Fatal Shooting

UNION CITY — Two men have been arrested in connection with the fatal shooting of a woman near the Parc Medallion Apartments complex. Both suspects were taken into custody several hours after the victim perished.

Officers were dispatched August 12 to investigate a reported shooting, which occurred at about 12:20 a.m. While investigating the incident the firearm allegedly used in the shooting was recovered as evidence.

Officers located the victim, a resident of Union City, 28-year-old Joan Dolly Delsied, suffering from a single gunshot wound. Paramedics attempted life-saving measures for her, but she was pronounced dead at the scene.

The pair of suspects believed responsible for her death were quickly identified. They were on the way to jail the same day at approximately 5 p.m.

The man suspected of shooting the victim is Francisco Alvarez, 29 of Union City. He was questioned and then arrested at Union City police headquarters. Alvarez was booked on suspicion of murder PC 187 at Santa Rita Jail.

The second suspect John Collins, 60 of Union City, is accused of being an accessory after the fact PC 32. Collins was allegedly a lookout and implicated in planning this fatal shooting. He was arrested at an apartment on the second floor of the apartment complex, located at 2500 Medallion Drive.
