INCIDENT OF PUBLIC INTEREST in QUINCY !!!

“On 8/22/2021 at approximately 0511 hours, California National Guard personnel manning an evacuation checkpoint on Arlington Road, west of China Grade Road were notified by a fire division chief of a homeowner on Genesee Road that was causing a disturbance.
The homeowner was reported to be starting fires at his residence and interfering with fire personnel attempting to put them out. The fire personnel deemed the burn piles to be unsafe due to low humidity and dry fuels surrounding the area.
They were requesting assistance from any law enforcement personnel in the area. Two Quincy CHP officers responded from SR-89 and Crescent Grade and arrived on scene at 2400 Genesee Road at approximately 0527 hours.
This address is under a current mandatory evacuation notice through Plumas County Sheriff’s Office, due to the Dixie Fire burning in the area. Upon their arrival they contacted David Leland Hyde, who was identified by name and date of birth, tending to two burn piles with a garden hose.
The officers spoke with Hyde and fire personnel on scene. It was determined that Hyde had been formally notified of the mandatory evacuation as many as three times at that point. In addition he had attempted to interfere with fire personnel by preventing them from accessing a wooded portion of the property where the fire was located stepping into the path of hose spray from fire personnel, and directly spraying fire personnel with his garden hose.
Hyde was placed under arrest for 409.5(c) PC – Entering or remaining within a mandatory evacuation zone. The officers assisted Hyde in securing his residence and he was transported to the Plumas County Jail where he was booked without further incident.
