“At about 5:45 AM on November 28th, a Lincoln Police Officer received a stolen “hit” on the license plate of a vehicle in a parking lot on Lincoln Boulevard.
Two subjects walking away from the car, 43-year-old Kevin Stoner and 34-year-old Courtney Welch (both of Orangevale) were detained and arrested for outstanding warrants (Stoner for child endangerment and Welch for possession of methamphetamine and drug paraphernalia).
It was confirmed that the license plate had previously been reported stolen and so had the vehicle (separately from the license plate).
During a probation search Stoner was found to be in possession of methamphetamine. He was arrested for possession of a stolen vehicle, possession of stolen property (the license plate), and possession of methamphetamine. He was booked at the South Placer Jail. For medical reasons Welch was released on citation.”
