Owners of Tow Truck Company Arrested for Alleged Insurance Fraud

Bandar “Charlie” Albadawi, 57, and Sleiman “Slim” Zeinaty, 59, are co-owners of All Desert Towing. During the time the commercial tow company was part of the California Highway Patrol Rotation Tow Program for San Bernardino County, a joint effort by the California Department of Insurance and the CHP Investigative Services Unit discovered Albadawi and Zeinaty, along with their employer Shelley Blowers, committed insurance fraud.

The trio falsified a tow bill for a commercial vehicle with a trailer attached that burned in the Barstow area. The record falsely showed the trailer was insured when it was not. In addition, Albadawi and Zeinaty submitted false California Tow Truck Association training certificates to the CHP as part of the Rotation Tow Program.

The three were arrested on October 13, 2020 and booked into the Needles Jail and West Valley Detention Center for multiple felony counts of insurance fraud and filing false documents in order further a client’s false insurance claim. The case will be prosecuted by the San Bernardino County District Attorney’s Office.
