PALM SPRINGS — In April, the treasurer for the city of Palm Springs sent notice to the PD of the potential of a fraud incident against one of their bank accounts.

The treasurer’s office gave the PSPD what information they had in order to begin the investigation.

Last Friday, 35-year-old Ryan Carter was arrested at his home in Victorville pursuant to the investigation.  Carter had multiple aliases and had tried several times to access Palm Springs’ bank accounts.

Detectives discovered specific evidence related to the case, as well as to other crimes of identity theft.  They also found that Carter had multiple fake IDs.

The investigation continues as police try to determine how Carter, “not a current or former city employee or vendor and with no known association with the City of Palm Springs,” was able to retrieve the city’s banking information.

Carter’s one charge (so far) of identity theft netted him a bail of $1 million.
