San Rafael PD Arrests Richmond Suspect for Human Trafficking

SAN RAFAEL – According to a press release issued by the San Rafael Police Department (SRPD) on May 29th, a confidential minor victim had met a male suspect during the month of May. The suspect then started to groom the minor for prostitution. The minor, who lives in San Rafael, had established a connection with the man after a short period of time.

The suspect bought the minor clothing, gave her drugs, and took her to places where she could learn from other prostitutes. The suspect also drove the minor to the San Jose area and directed her while she engaged in sex acts for money.

After a couple of days, the minor no longer wanted to participate with the suspect. The suspect sent the minor threatening text messages and called her, threatening her and her family. The suspect demanded $10,000 or $500 per day to leave the victim’s family alone.

The suspect was identified as 29-year-old Carl Orlando Washington of Richmond, California. He was located at his home there on Friday evening, May 27th and was shortly thereafter arrested and booked at the Marin County Jail.

Washington faces three felony charges of Human Trafficking of a Victim under 18, Threats, and Extortion. Due to the serious nature of the case, a bail enhancement was requested. A judge agreed and increased the bail on Washington to $500,000.
